Equitable Multi-Level System of Supports (EMLSS)

The School District of New Richmond, and the state of Wisconsin, are dedicated to providing all students with what they need to be successful in school and beyond. This is done through a framework called the Equitable Multi-Level System of Supports (EMLSS). You may have heard the words Response to Intervention (RTI), Core Curriculum, Positive Behavior Intervention and Supports (PBIS), Professional Learning Communities (PLC), special education, and more. These all fall within the EMLSS system as processes we use to meet student needs.
The EMLSS system has 11 key features that are continuously evaluated and improved to reflect current best practices. All features are centered around Equity and making sure all students have access to the education they need to succeed. Around this core of equity are our High-Quality Instruction, Strategic Use of Data, and Collaboration. Our work with the PLC process and implementing PBIS have driven our continuous development of these features. Around this core are a strong universal system and a continuum of supports. This may be more familiar to some as the RTI pyramid below. Within this area, we provide a strong core curriculum and a series of supports for students who need extra support to meet the grade or course level expectations. This includes WIN, WINN, Tiger Time, Title 1, Special Education, and more across the entire district.

Outside those core key features, we have Family and Community Engagement, Systematic Implementation, Evidence-Based Practices, Positive Culture, and Strong Shared Leadership. All of these remaining pieces are integral to ensure that our systems are relevant, supportive, and essential to our current students.
