Academic and Career Planning Services for Students

Pursuant to Wisconsin Administrative code (PI 26.03(1)(b)1, academic and career planning services are required to be provided to students enrolled in grades 6 to 12 (beginning the 2017-18 school year).

Asbestos Notification

In compliance with the United States Environmental Protection Agency (EPA) and the Asbestos Hazard Emergency Response Act (AHERA), this is notice that the School District of New Richmond has an Asbestos Management Plan at the school district office. The plan is available for inspection by the public, parents, and district employees. The district performs six-month periodic surveillance of asbestos and full re-inspections every three years.

Bullying

The Board of Education is committed to providing a safe, positive, productive, and nurturing educational environment for all of its students. The Board of Education encourages the promotion of positive interpersonal relations between members of the school community. Bullying toward a student, whether by other students, staff, or third parties, is strictly prohibited and will not be tolerated. This prohibition includes physical, verbal, and psychological abuse. The Board of Education will not tolerate any gestures, comments, threats, or actions that cause or threaten to cause bodily harm or personal degradation. This policy applies to all activities in the District, including activities on school property, including at any of the school buildings or other property used exclusively or in part, whether leased or owned by the district, for purpose of school-related functions or events; or while traveling to or from school or to and from school sponsored functions or events; in transporting vehicles arranged for by school district officials. The policy applies as well during activities that occur off school property if the student or employee is at any school sponsored, school approved, or school related activity or function, such as field trips, or athletic events where students are under the supervision of school authorities, or where an employee is engaged in school business.

Child Development Days / Child Find

The School District of New Richmond is responsible for setting up the annual Child Development Days. Dates will be announced in November. Please watch the website for further information.

The Board of Education is committed to providing an equal opportunity for all students in the School District of New Richmond. Education of Homeless Children and Youth

Parents of homeless children (and unaccompanied youth) must be notified of the availability of a district homeless liaison (Morrigan Villa 715-243-1673) and the right to immediate enrollment and school participation, even if educational and medical records and proof of residency are not available. Homeless students have the right to enroll and be transported to their school or origin when requested by a parent.

Education for Employment Program

According to the Wisconsin Administrative Code (PI 26.04(4), parents are to be notified annually of the district's education for employment program. Information and opportunities include career awareness at the elementary grade levels, career exploration at the middle school levels, career planning and preparation at the high school grade levels, academic and career planning services for students in grades 6 to 12, and the availability of programs at technical colleges.

Educational Options and Opportunities

Pursuant to Wisconsin State Statute 115.28(54m), notice must be provided regarding educational options available to all students who are at least three years old, but not yet 18 years old. Pursuant to 2015 Wisconsin Act 55 section 118.57 of the state statute, the New Richmond Area offers the following educational options.

  • Public Schools PreK-12
    • NR4Kids (Community Based Pre-Kindergarten Programming)
    • New Richmond Elementary Schools - Hillside (Grades K-5), Paperjack (Grades K-5), and Starr (Grades K-5)
    • New Richmond Middle School (Grades 6-8)
    • New Richmond High School (Grades 9-12)
  • Private School
    • St. Mary School (Grades K-8)
  • Rural Virtual Academy
    • The School District of New Richmond has partnered with Rural Virtual Academy to bring more learning options to our students. Students can choose to enroll in RVA full-time or choose to remain in our schools for their courses. Please go to ruralvirtual.org for more information on enrollment.
  • Charter and Virtual Schools
    • A list of currently operating charter and virtual charter schools can be accessed on the Department of Public Instruction (DPI) website.
  • Full Time Public School Open Enrollment
    • Any student that lives within the School District of New Richmond attendance boundaries has the option of attending any school district in the state of Wisconsin at no cost to the student. Open enrollment forms do need to be filed with the Department of Public Instruction (DPI). Transportation is the responsibility of the student's family.
  • Part Time Public School Open Enrollment
    • Any students enrolled in the School District of New Richmond may opt to take a course in any other school district at no cost to the student if our school district does not offer the similar course. The School District of New Richmond is responsible for paying the cost of attending that course taken at the other school district.
  • Home-Based Private Education Program (Homeschooling)
    • Parents must complete the PI-1206 form every school year.

Dual Enrollment Programs (Wisconsin Department of Public Instruction)

  • Early College Credit Program
    • The 2017 Wisconsin Act 59 eliminated the Course Options and Youth Options programs. Youth Options was renamed the Early College Credit Program (ECCP 4-Year Institutions). ECCP allows Wisconsin high school students to take one or more courses at an institution of higher education for high school and/or college credit. As stated in the School District of New Richmond Board Policy 2271, the district shall provide an Early College Credit Program (Youth Options Program) for any 9-12 grade student who meets established requirements to enroll in programs offered by University of Wisconsin system institutions, tribally controlled colleges and private, non-profit higher education institutions in Wisconsin.   • Start College Now
    • Start College Now (2-Year Institutions) allows high school students the opportunity to take college courses at Wisconsin Technical Colleges. 
  • Youth Apprenticeship
    • The Youth Apprenticeship (YA) Program is a one or two year elective statewide program that combines academic and technical instruction with mentored, paid, on-the-job learning that makes a real world connection for students. Youth Apprentices work a minimum of 450 hours at their YA worksite each year of their program and must take 2 terms of related high school or college classes to enhance their worksite experiences. Students are paid wages by the employer for the work experience portion of this program and must follow employer guidelines and the school policies/activity code. After successful completion of program requirements, students will earn a certificate from the Department of Workforce Development. To enroll for this program, students must meet with the school Work-Based Learning Coordinator at least two weeks prior to the start of the term. Activities for this class must be completed outside of the normal school day.

On December 10, 2015, President Obama signed into law a reauthorization of the Elementary and Secondary Education Act (ESEA). Previously referred to as No Child Left Behind (NCLB), the new law was reauthorized as teh Every Student Succeeds Act (ESSA).

Public Notice of Nondiscrimination

The School District of New Richmond does not discriminate on the basis of disability in admission to its programs, services, or activities, in access to them, in treatment of individuals with disabilities, employment, or in any aspect of its operations.

Federal Laws Pertaining to Students with Disabilities

IDEA - Individuals with Disabilities Education Act

This federal law mandates federal, state and local school district responsibilities for the education of all children with disabilities. This law outlines how children are located, referred, evaluated and provided appropriate educational programs. This law provides for the identification of children with various disabilities. A major provision under this law is FAPE, a Free Appropriate Public Education. Children identified under this law are entitled to receive education in the Least Restrictive Environment (LRE). This law outlines the importance of parents in any process leading to special education.

Section 504 of the Rehabilitation Act of 1973

This federal law applies to all institutions receiving federal funds and assures that all individuals with disabilities will have access to programs which receive these funds. Section 504 is not as specific as IDEA and applies to conditions that have a substantial impact on a major life activity. The School District has a process to refer, evaluate, and provide necessary accommodations to students meeting the eligibility requirement.

Section 504 Applies to Individuals Who:

  • Have a physical or mental impairment that substantially limits one or more major life activities as compared to the average student
  • Have a record of such an impairment
  • Are regarded as having such an impairment

Comparison of IDEA and Section 504:

IDEA is an education act that provides federal guidance and funding for special education. A student is eligible to receive special education and/or related services if the IEP team determines that the student has a disability under one or more of the thirteen qualifying categories requiring special education services. IDEA provides for an Individual Education Program (IEP). The IEP provides for an appropriate education that is designed to provide educational benefit. Students qualifying for services under IDEA need specially designed instruction.

Section 504 (The Rehabilitation Act of 1973):

Section 504 is a civil right law which protects the rights of individuals with disabilities in program and activities in order for them to receive equal access. Section 504 requires a written accommodation plan when the student qualifies under the guidelines of this law. The plan provides for accommodations for the students in programs and activities.

FERPA - Family Educational Rights and Privacy Act

This is a federal law that assures for the confidentiality of all student information and records, and parent rights to access these records. This law applies to all students and has strict requirements regarding access to and the use of personally identifiable information about the student.

Harassment

In compliance with School District of New Richmond Policy 5517, the School District of New Richmond has developed and implemented the processes, culture, and systems to move progressively towards a culture without harassment of students, staff, or community members.

No individual shall harass any student, staff, or other individuals through conduct or communications that are harassing in nature. Such behavior includes inappropriate remarks about or conduct related to a person's race, religion, national origin, sex, marital status, disability, age, sexual orientation, or any other protected classification.

Students, staff, and volunteers are mandated to report any instances of improper violations of the School District of New Richmond Policy 5517 to his/her building principal/designee. Enforcement of this policy and complaints regarding allegations of harassment shall be processed according to established procedures.

Indoor Environment Quality Management Plan

The School District of New Richmond would like to inform staff, students, parents, and the public of the district's indoor environmental quality (IEQ) management plan. The plan was initially developed in 2013 and is reviewed as necessary. The plan was developed as deemed appropriate for the district. Questions and concerns should be directed to the IEQ coordinator, Supervisor of Buildings and Grounds, Jon Thompson 715-243-7401. Copies of the plan are available at the maintenance office. The maintenance office is located at 701 East 11th Street, New Richmond, WI 54017.

Information about Sudden Cardiac Arrest

School districts and other persons who operate certain youth athletic activities have an obligation under section 118.2935 to distribute information about the nature and risk of sudden cardiac arrest during such activities. The specific information that must be distributed will be developed and made available by the Department of Public Instruction, working in conjunction with medical experts and other stakeholders.

Limited English Proficient (LEP) / English Language Learners (ELL) Students

Parents have the right to be notified if their child is identified and is participating in a language instructional program within the school district.

Meningococcal Disease Information

Public health authorities recommend that teenagers and college-bound students be immunized against a potentially fatal bacterial infection called meningococcal disease, a type of meningitis. The Center for Disease Control and Prevention (CDC) and other leading medical organizations recommend routine meningococcal immunization for adolescents during the preadolescent doctor's visit (11-12 year olds) and a booster at age 16.

Notice of Suicide Prevention Resources

According to section 115.365(3) of the state statute, each school board annually must inform its professional staff of the resources available from the DPI and other sources regarding suicide prevention.

Notification of Low Balance and Collection of Negative Balance

  1. At the beginning of the school year and throughout the entire school year, families are to send money to the district office to be placed in a student account. This payment can also be made at each school building office, cashier station, or online through myschoolbucks.com. It is recommended that a minimum of $25.00 per student be placed in the account initially. Larger payments (i.e., one month's payment) are encouraged. Prepayments must be accompanied by a "Meal Payment Deposit Envelope" that includes the family name, student account number, student name(s), and grade(s). Envelopes are available from the district office, school building office, and from school nutrition cashiers during lunch.
    Important: Fully completed envelopes are needed to ensure your payment is correctly posted to the right account.
  2. To mitigate negative balances, all meal accounts greater than, or equal to -$40.00 will be sent to a collections agency for payment. Parents or legal guardians are able to view balances, set up low balance notifications, and set up automatic payments for student accounts through myschoolbucks.com. The School Nutrition Department will send out negative balance reminders to families via email and phone call on a regular basis.
  3. Students who withdraw from the district will be contacted by School Nutrition staff if there is a positive or negative meal account balance. Parents or legal guardians of students with a positive account balance will be sent a refund at their request. For students with a negative account balance, a request for payment notification/letter will be sent.

Parent Rights and the Curriculum

As stated in School District of New Richmond Policy 2416, the Board of Education recognizes the right of parents/legal guardians to inspect instructional materials and to deny their child's participation in certain curricular activities in accordance with state and federal laws and regulations. The Board of Education also recognizes that reasonable accommodations with regard to examinations and other academic requirements may have to be made from time to time because of a student's sincerely held religious beliefs. Additionally, in accordance with School District of New Richmond Policy 2414, the district shall provide parents annually with an outline of the human growth and development program used in their child's grade level, as well as information regarding how the parents may inspect the complete program and instructional materials. Prior to use in the classroom, the program shall be made available to parents for inspection. 

Requests regarding the above may be made to the building principal. All requests shall be judged individually, based on state and federal guidelines. If a parent/legal guardian is not satisfied with the building principal's decision, he/she may appeal to the superintendent.

Public Records

The Board recognizes its responsibility to maintain the public records of this District and to make such records available for inspection and reproduction. The Board designates the District Administrator as the District Records Custodian (DRC), to be the legal custodian of records for the District. The DRC shall safely keep and preserve the public records of the District and shall have the authority to render decisions and carry out duties related to those public records, including providing the notice required under 19.34(1) Wis. Stats., identifying the positions of the District that constitute a local public office pursuant to 19.32(1dm), and 19.42 (7w), Wis. Stats., and other required information. The DRC may deny access to records only in accordance with the law. The DRC is authorized and encouraged to consult with the District's legal counsel to determine whether to deny access to a records request in whole or in part.

Under the Wisconsin Public Records Law, a "record" is defined as any material on which written, drawn, printed, spoken, visual, or electromagnetic information or electronically generated or stored data is recorded or preserved, regardless of physical form or characteristics, that has been created or is being kept by the authority. It includes handwritten, typed, or printed pages, maps, charts, photographs, films, recordings, tapes, optical discs, and any other medium on which electronically generated or stored data is recorded or preserved.  A "record" does not include drafts, notes, preliminary computations, and like materials prepared for the originator's personal use or prepared by the originator in the name of a person for whom the originator is working; materials that are purely the personal property of the custodian and have no relation to the office held; materials to which access is limited by copyright, patent, or bequest; and published materials in the possession of an authority other than a public library that are available for sale, or that are available for inspection at a public library.  The personal use exception applies to notes created by the originator solely for the purpose of refreshing the originator's recollection and as a matter of convenience (not part of assigned job duties), but does not apply to notes that are distributed to others for the purpose of communicating information or notes that are created or retained for the purpose of memorializing agency activity.  

In addition, records may be exempted from disclosure as a matter of statute or common law or, under the balancing test, the public interest in disclosure may be outweighed by the public interest in non-disclosure.

Any person may make an oral or written request for any public records of the District. The person may inspect or receive copies of the public record requested. The District will respond as soon as practicable and without delay.  The District will either provide the requested documents, subject to any redaction, or inform the requester of the District's decision to deny the request.

The District will comply with the Safe at Home/Address Confidentiality Program administered by the Wisconsin Department of Justice. (See Policy 5111 - Eligibility of Resident/Nonresident Students, Policy 8320 - Personnel Records and Policy 8330 - Student Records.)

The District may impose a fee upon the requester of a copy of a record of $.25 per page, which represents the actual, necessary, and direct cost of reproduction of the record.  In addition, the District may impose a fee upon a requester for the actual time spent by District employees in locating a record, if the cost is $50.00 or more.  In calculating location costs, the District will use the applicable employee's hourly rate for salary and benefits.

The District may also charge the requester for any equipment required to fill the request (such as videotapes, computer disks, etc.)  The District may impose a fee upon a requester for the actual, necessary, and direct cost of mailing or shipping of any copies which are mailed or shipped to the requester. 

The District may require prepayment of fees if the total amount exceeds $5.00.  If payment is required, the District will calculate the actual cost and charge the requester. If advance payment is required, the District will either invoice the requester for the difference between the estimate and actual cost or refund any overpayment.

No public record may be removed from the office in which it is maintained except by a Board officer or employee in the course of the performance of their duties.

Nothing in this policy shall be construed as preventing a Board member from inspecting in the performance of his/her official duties any record of this District, except student records and certain portions of personnel records.

The District Administrator is authorized to develop administrative guidelines to provide for proper compliance with the intent of this policy and the public records law.

Recruiter Access to Student Records

Military recruiters will be provided the same access to high school students as is generally provided to post-secondary educational institutions or to prospective employers of those students. Parents have a right to request that their child's name, address, and phone number not be released to a military recruiter.

Referrals/Interventions

The School District of New Richmond is obligated to locate all children between the ages of 3-21 with suspected disabilities who are residents of the district or enrolled under Open Enrollment and who have not graduated from high school.  The district must also evaluate all parentally placed private school students attending private school in New Richmond suspected of having a disability.

Children are referred for special education evaluations by school staff, parents, doctors, and other community service agencies (such as St. Croix County Birth to Three, Head Start and area preschools or daycare). Children with suspected disabilities enrolled in the schools can be referred for an evaluation by contacting the school psychologist assigned to your child's building. Other requests can be made by contacting the Director of Student Services at 715-243-7426.

The district offers assistance to students struggling academically, behaviorally, and emotionally. An intervention team model is available to students in grades 4K-8 that utilizes a problem solving and intervention approach. This process is called the Student Success Team. Students can be referred to this team for a variety of reasons by school personnel or by a parent. This team will analyze data and plan interventions for success. Interventions are provided in the classroom and by trained staff. This team will help decide if your child should be referred for a special education evaluation. Please contact your child's building principal and/or counselor for more information on SST.

The report cards are intended to help all schools and districts utilize data on specific measures to target improvement efforts to ensure students are ready for the next educational step, including the next grade level, graduation, college, and careers.

School Safety Notice

Parents will be notified if their school is identified under the DPI's criteria as persistently dangerous. Data regarding student expulsions is reviewed for this determination. Schools in the School District of New Richmond do not meet the criteria to be classified as "persistently dangerous". Parents will also be receiving information about a school's violence and drug prevention efforts, as well as how they can be involved in such initiatives.

School Wellness Policy Notification

As required by law, the Board of Education establishes the following wellness policy for the School District of New Richmond as a part of a comprehensive wellness initiative.

The Board recognizes that good nutrition and regular physical activity affect the health and well-being of the District's students. Furthermore, research suggests there is a positive correlation between a student's health and well-being and his/her ability to learn. Moreover, schools can play an important role in the developmental process by which students establish their health and nutrition habits by providing nutritious meals and snacks through the school's meal programs, by supporting the development of good eating habits, and by promoting increased physical activity both in and out of school.

Schools alone, however, cannot develop healthy behaviors and habits within students regarding eating and exercise. It will be necessary for not only the staff, but also parents and the public at large to be involved in a community-wide effort to promote, support, and model such healthy behaviors and habits.

The Board sets the following goals in an effort to enable students to establish good health and nutrition choices to:

  • Promote nutrition education with the objective of improving students' health and reducing childhood obesity
  • Improve the health and well-being of our children, increase consumption of healthful foods during the school day, and create an environment that reinforces the development of healthy eating habits
  • Promote nutrition guidelines, a healthy eating environment, child nutrition programs, and food safety and security on each school campus with the objective of promoting student health and reducing childhood obesity
  • Provide opportunities for every student to develop the knowledge and skills for specific physical activities, maintain physical fitness, regularly participate in physical activity, and understand the short and long-term benefits of a physically active lifestyle
  • Promote the health and wellness of students and staff through other school based activities

The school district's wellness committee will continue to meet this school year with regular in person meetings. Anyone from the community interested in joining the wellness committee are welcome. Section 504 Compliance

Section 504 Compliance

The district ensures compliance with the School District of New Richmond Policy 2412 and with Section 504 of the Rehabilitation Act of 1973, 29 U.S.C. 794: "No qualified individual with a disability in the United States shall be excluded from, denied the benefits of, or be subjected to discrimination under" any program or activity that either receives Federal finance assistance.

Section 504 of the Rehabilitation Act of 1973

This federal law applies to all institutions receiving federal funds and assures that all individuals with disabilities will have access to programs that receive these funds. Section 504 is a federal anti-discrimination statute. It prohibits disability discrimination in any program or activity that receives federal funds.  Section 504 is not as specific as IDEA and applies to conditions that have a substantial impact on a major life activity.  The School District has a process to refer, evaluate, and provide necessary accommodations to students meeting the eligibility requirements.

Section 504 applies to individuals who:

  • have a physical or mental impairment that substantially limits one or more major life activities as compared to the average student
  • have a record of such an impairment
  • are regarded as having such an impairment

Comparison of IDEA and Section 504:

IDEA is an education act that provides federal guidance and funding for special education.  A student is eligible to receive special education and/or related services if the IEP team determines that the student has a disability under one or more of the thirteen qualifying categories requiring special education services.  IDEA provides for an Individual Education Program (IEP).  The IEP provides for an appropriate education that is designed to provide educational benefits.  Students qualifying for services under IDEA need specially designed instruction.

Section 504 (The Rehabilitation Act of 1973):

Section 504 is a civil rights law that protects the rights of individuals with disabilities in programs and activities in order for them to receive equal access.  Section 504 requires a written accommodation plan when the student qualifies under the guidelines of this law.  The plan provides for accommodations for the students in programs and activities. 

FERPA- Family Educational Rights and Privacy Act

This is a federal law that ensures the confidentiality of all student information and records, and parents' rights to access these records.  This law applies to all students and has strict requirements regarding access to and the use of personally identifiable information about the student.

Special Needs Scholarship Program

The Special Needs Scholarship Program (SNSP) allows a student with a disability, who meets certain eligibility requirements, to receive a state-funded scholarship to attend a participating private school. SNSP schools may accept SNSP applications from July 1 to June 30 of each school year for that school year. The SNSP is governed by Wis. Stat. 115.7915 and Wis. Admin Code PI49. Under Wis. Stat. 115.7915, a student with a disability may be eligible to participate in the SNSP if the student meets all of the following requirements:

  • IEP or Services Plan: The student has an Individualized Education Program (IEP) or services plan that meets program requirements.
  • Wisconsin Resident: The student resides in Wisconsin.

The School District of New Richmond provides special education and related services to all students, ages 3-21, with identified disabilities who live in the School District of New Richmond boundaries or who attend under Open Enrollment. Parents of students in the School District of New Richmond may request information about the qualifications of their child(s) teachers and paraprofessionals. Under this law, parents have the right to ask these questions:

State Standards and Curriculum

States are required to develop state standards and participate in the National Assessment of Educational Progress (NAEP). Wisconsin has developed standards and utilizes the Wisconsin Student Assessment System (WSAS) currently. School district educators have been working hard to align their curricula with the Wisconsin State Standards to make sure that students are assessed on the information that they have had the opportunity to master. District data retreats are held regularly where building teams meet to review district data on how students in the School District of New Richmond are progressing. The School District of New Richmond works collaboratively with a team of individuals composed of teachers, parents, school board members, and administrators representing the different viewpoints in the Title portions of the Elementary and Secondary Succeeds Act (ESSA). This team is responsible for assisting the district curriculum team and administration in the compliance and annual planning of the use of ESSA funds.

Pursuant to 2015 Wisconsin Act 55 section 120.12(13)(b) and section 118.30(1g)(a) of the state statute, the School District of New Richmond Board of Education provides instruction in courses consistent with the statute and regulations of the Department of Public Instruction or the appropriate State agency. As outlined in District Policy 2210, the School District of New Richmond Board of Education incorporates State-recommended performance standards for students as the basis for determining how well each student is achieving curriculum objectives.

Student Alcohol and Other Drug Use

Under the Drug-Free Schools and Communities Act Amendments of 1989, School District of New Richmond students may not possess, see, use, distribute, or be under the influence of alcohol or other drugs while on school property or while involved in school-related activities. Violators of the School District of New Richmond Policy 5530 - Drug Prevention shall be referred to the building principal and disciplined in accordance with established procedures.

Student Attendance

Regular attendance is necessary for your child's success. It is necessary for you to call your child's school if he/she is going to be absent or tardy. The Superintendent shall require, from the parent or guardian of each student or from an adult student who has been absent for any reason, a written, signed, dated statement stating the reason for the absence and the time period covered by the absence. The Board of Education reserves the right to verify such statements and to investigate the cause of each single absence, prolonged absence, or repeated unexplained absence and tardiness.

In compliance with the School District of New Richmond Policy 2623, below are the state-mandated assessments for the 2024-2025 school year:

  • The Wisconsin Forward Exam at grades 3-8 in English Language Arts (ELA) and Mathematics, at grades 4 and 8 in Science, and at grades 4, 8, and 10 in Social Studies.
  • Dynamic Learning Maps (DLM) at grades 3-11 in ELA, Mathematics, at grades 4 and 8-11 in Science, and at grades 4, 8, and 10 in Social Studies - alternative assessment for students with significant cognitive disabilities.
  • PreACT Secure at grades 9&10 in ELA, Reading, Mathematics, Science, and Writing.
  • The ACT Plus Writing at grade 11 for English, Reading, Mathematics, Science, and Writing.
  • ACCESS for ELLs for students identified as English Learners to determine level and growth in achieving full English proficiency.

Student Immunization

These requirements can be waived for health, religious, or personal conviction reasons. Additional immunizations may be recommended for your child depending on his or her age.

The Board of Education has charged school authorities with the responsibility of safeguarding the safety and well-being of the students in their care. According to the School District of New Richmond Policy 5771, school authorities may search school property, such as lockers used by students, or the person or property, including vehicles of a student.

Student Privacy and Annual Notice to Parents

Pursuant to the Family Education Rights and Privacy Act (FERPA) and Wisconsin Statute 118.125, the School District of New Richmond has identified selected information relating to students called "directory information". This information is to be considered public information and may be released by the school district. Items considered to be directory information are as follows:

  • Student's name
  • Photographs or videotapes for school approved publications or other school approved use
  • Co-curricular and athletics
  • Height and weight, if a member of an athletic team
  • Awards received

While the school district must obtain and use certain information about each student in order to plan the best program possible, this need must be balanced with the right of each student and parent privacy. Therefore, access to school information is limited and controlled.

If you do not want the School District of New Richmond to disclose directory information from your child's educational records without your prior written consent, you must notify the district in writing within fourteen (14) days of the publication of such notice in the District Newsletter, the official publication of the school district.

Student Records

The Board of Education recognizes the need for confidentiality of student records. Therefore, students' records shall be available for inspection or release only with the prior approval of the parent/legal guardian or adult student, except in situations where legal requirements specify release of records without such prior approval. The Board has established guidelines relative to the collection, storage, retrieval, use, and destruction of student records. Such procedures shall be in accordance with state and federal law and are identified in the School District of New Richmond Policy 8330. Copies of the policy can be found on the district website. Information on the procedure for filing a complaint with the Family Policy and Regulation Office of the Department of Education is available at the District Office at 837 East 11th Street, New Richmond, WI 54017. A list of all persons who handle or have access to personally identifiable information shall be posted in accordance with state and federal law requirements and established procedures. Student record notices shall be published in accordance with state law.

Student surveys requesting information in one or more of the eight identified categories, including questions that may be of a personal or sensitive nature, must protect student privacy and give parents the right to inspect the survey. Parents will be provided with the approximate dates during the year when surveys are scheduled and have the right to opt their child out of participation in the administration of the survey.

Title I Services

According to School District of New Richmond Policy 2261, the School District of New Richmond shall annually assess the educational needs of eligible children as determined by Federal and State criteria. Such assessment shall include performance measures determined by the District professional staff, that will assist in the diagnosis, teaching, and learning of the participating students. 

The Title I Program shall be developed and evaluated in consultation with parents and professional staff members involved in its implementation. Appropriate training will be provided to staff members who provide Title I services. Parent participation shall be in accord with School District of New Richmond Policy 2261.01 and shall meet the requirements of Section 1118 of the Act.

Universal Speech/Language Screening for Elementary Schools

This notice is to inform parents that ALL Kindergarten students will be screened for possible speech and language issues at all three (3) New Richmond elementary schools. These screenings are done to identify potential speech and language concerns that suggest the need for further evaluations or interventions.

All children will be screened in the areas of sound production, sentence construction, understanding, voice ability, and stuttering. If your son or daughter is in need of further testing, you will be contacted by the school speech and language pathologist. If you have any questions or concerns, please feel free to call the speech and language pathologist at your child's school.

Use or Possession of Electronic Communication Devices

According to School District of New Richmond Policy 5136, the Board of Education recognizes the value of students maintaining communication with their parents/legal guardians and other appropriate persons for health, safety, and educational purposes. Therefore, possession and use of cell phones and other ECDs may be approved by the principal only if use by the student is determined to be for a medical, school, educational, vocational, or other legitimate use. Such possession or use of an ECD may not, in any way, disrupt the educational process in the school district, endanger the health or safety of the student or anyone else, invade the rights of others at school, or involve illegal or prohibited conduct of any kind.

In accordance with School District of New Richmond Policy 7440.01, the Board of Education authorizes the use of video surveillance and electronic monitoring equipment at various school sites throughout the district and on school buses. Video surveillance is not constantly monitored.

School Meal Payment Update

School Nutrition Payment Update
Dear families:
 
Our School Nutrition Department is excited to announce some new changes that will be in effect for the new school year. We will be upgrading our systems and changing our electronic payment processing vendor. We hope this will provide a better experience for both our students and families. All of your student's information and current balance will be automatically transferred over to the new system.
 
Beginning July 1, 2025, we will be switching our payment processing vendor to eFunds for Schools (EFS). This is the same platform that is used for paying fees for your student's accounts each year. This switch will offer a number of benefits, such as:
  • Significantly lower fees per payment;
  • A much higher payment limit per transaction;
  • Depositing lunch funds at the same time as paying for other student fees;
  • Paying as a guest rather than needing to set up an account.
Our current payment vendor, MySchoolBucks, will no longer be active or accepting payments after June 30, 2025. If you have auto payment set up through MySchoolBucks, you will need to disable it before this date. An Autopay feature is available through EFS, and can be set to occur on either a set schedule or when a balance reaches a certain threshold.
 
In addition to these benefits, you will now be able to see your student's account balance and  purchase history from your Skyward Family Access page. All information will be available under the "Food Service" tab on the left. From here, you can also apply for free or reduced meal benefits, or make a payment into the account.
 
You may access the EFS payment portal HERE, through your Skyward family access, or download the SDNR Tigers app on the app store. You will need your student's 7 digit District ID number, or your Family ID number to add funds. This information will be sent to you separately in another email in the coming weeks.
